The bill would create new statutory authority and responsibilities for the Texas Commission on Environmental Quality to regulate groundwater evaporation pits utilized to evaporate water and collect the residual salts and minerals. The agency estimates that 11 current operations in the state would fall under this new regulation. However, no significant cost is anticipated to implement the provisions of the bill. While the bill would authorize the agency to collect fees, this additional revenue is expected to be minimal.
