The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill.

Fiscal Analysis

The bill would amend Section 31.0041(b), Human Resources Code, to provide supplemental financial assistance, up to a maximum of $1,500 (increased from $1,000), to a grandparent who meets the eligibility criteria.  It allows state agencies to delay implementation of any provisions listed in this act if additional authorization or waivers need to be requested from a federal agency.

The bill would take effect September 1, 2007.


Methodology

It is estimated that a total of 332 one-time payments to grandparents will be made in each fiscal year. The cost to increase these payments by $500 would be $166,000 in each fiscal year. Given the limited availability of Temporary Assistance for Needy Families (TANF) Federal Funds, General Revenue Funds is assumed as the method of financing. Should additional TANF Federal Funds become available the entire $166,000 each fiscal year could be financed with Federal Funds.

Local Government Impact

No fiscal implication to units of local government is anticipated.
