LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 80TH LEGISLATIVE REGULAR SESSION

May 26, 2007

TO:
Honorable David Dewhurst , Lieutenant Governor, Senate
Honorable Tom Craddick, Speaker of the House, House of Representatives

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
SB1058 by West, Royce (Relating to reintegration counseling services and related resources for military servicemembers. ), Conference Committee Report

No significant fiscal implication to the State is anticipated.

The bill would require the Adjutant General's Department to develop a referral program for reintegration services for servicemembers. The Adjutant General's Department indicates the bill would not have a significant fiscal impact to the department, because this service is currently provided by Family Programs in the Texas National Guard.

The bill would require the Veteran's Commission to collect and maintain the number of servicemembers and veterans by county and to publish this information on the commission's website. The Veteran's Commission indicates the bill would not have a fiscal impact to the agency.

The bill would require the Department of State Health Services (DSHS) and the Health and Human Services Commission (HHSC), with the assistance of the Veteran's Commission, to compile, maintain, and disseminate a directory of services for servicemembers and their immediate family. The Veteran's Commission and DSHS would be required to provide the directory on the agencies' websites. It is assumed any costs to DSHS or HHSC to implement the bill would not be significant and could be absorbed with existing resources.

Local Government Impact

No fiscal implication to units of local government is anticipated.
