No significant fiscal implication to the State is anticipated.

The bill would amend various sections of the Health and Safety Code, Government Code, and Occupations Code as those codes relate to a hospital district created in a county with a population of more than 800,000 that was not included in the boundaries of a hospital district before September 1, 2003.

In SECTION 7, the bill would amend Chapter 803, Government Code, regarding a retirement system for general municipal employees in a municipality with a population of between 600,000 and 700,000 who are involuntarily transferred by the employing municipality to a position with a hospital district located in a county in which the municipality is located.

Included in the proposed changes to the Occupations Code is a requirement for the Texas Medical Board to certify a health organization to contract with or employ physicians licensed by the board if the organization is a hospital district created in a county with a population of more than 800,000 that was not included in the boundaries of a hospital district before September 1, 2003.

According to the Texas Medical Board, requirements for the board could be implemented using existing resources.

Based on the bracket criteria within the bill, it would apply only to the Travis County Hospital District.


Local Government Impact

Because the bill would not have statewide impact on units of local government of the same type or class, no comment from this office is required by the rules of the House/Senate as to its probable fiscal implication on units of local government.
