No significant fiscal implication to the State is anticipated.

The bill would transfer driver training and traffic safety education functions from the Texas Education Agency to the Texas Department of Licensing and Regulation effective January 1, 2008, with no significant net fiscal impact to the state. 

Local Government Impact

No significant fiscal implication to units of local government is anticipated. Section 46, part (b) of the bill would repeal Subchapter B, Chapter 453 of the Transportation Code, which would remove the ability of a governing body of a municipality to create a transit department, but only if the bill immediately receives a vote of two-thirds of all members elected to each house or after November 1, 2007.
