No significant fiscal implication to the State is anticipated.

The bill would amend the Government Code by requiring the Texas Lottery Commission (TLC) to adopt certain rules relating to the closure of instant ticket games.

Based on the analysis of the Comptroller of Public Accounts, the potential fiscal impact cannot be determined, although there could be a positive impact on the sale of instant lottery tickets by allowing TLC to advertise that it would not sell instant tickets after it was determined that the top prizes for that game had all been claimed.

This bill would take effect September 1, 2007.
