LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 80TH LEGISLATIVE REGULAR SESSION

April 16, 2007

TO:
Honorable John Carona, Chair, Senate Committee on Transportation & Homeland Security

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
SB1268 by Nichols (Relating to the conversion of a nontolled state highway or segment of the state highway system to a toll project.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Transportation Code to remove provisions that require the approval of the commissioners court and the voters of an applicable county before a nontolled state highway or segment of state highway could be converted to a toll facility after determination by the Texas Transportation Commission that the conversion would improve overall mobility in the region or is the most feasible and economic means to accomplish necessary expansion, improvements, or extensions to that segment of the state highway system.

Based on the analysis of the Texas Department of Transportation, it is assumed the provisions of the bill would not result in a significant fiscal impact to the state.

The bill would take effect immediately upon receiving a vote of two-thirds of all members elected to each house or otherwise on September 1, 2007.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
