SB1280 by Van de Putte (Relating to requirements concerning the storage of recyclable materials at a recycling facility.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would direct the Commission on Environmental Quality (TCEQ) to promulgate rules requiring recyclers to: recycle or transfer half of the material received every six months; every six months, recycle or transfer half of the processed or unprocessed materials accumulated ; and limit the size of a pile of composting materials, recycling materials, or mulch allowed at a solid waste processing facility, including a composting, recycling or mulching facility.
 
Any costs to the TCEQ in implementing the bill's provisions are not expected to be significant.

Costs to municipalities to implement the provisions of the bill would depend on the rules, standards, requirements, and/or limitations adopted by the commission.
