LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 80TH LEGISLATIVE REGULAR SESSION

May 16, 2007

TO:
Honorable Dennis Bonnen, Chair, House Committee on Environmental Regulation

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
SB1351 by West, Royce (Relating to a requirement that the Texas Commission on Environmental Quality provide notice related to certain permit applications to certain local officials. ), Committee Report 2nd House, Substituted

No significant fiscal implication to the State is anticipated.

The bill would require the Texas Commission on Environmental Quality (TCEQ) to send notification to the county judge and the  presiding officer of a municipality on applications for construction permits, permit amendments, or standard permits relating to concrete batch plants.

The bill's passage could result in some increased administrative costs to the TCEQ because the agency would have to obtain information needed for mailing additional notifications. These additional costs are expected to be significant.

Local Government Impact

No fiscal implication to units of local government is anticipated.
