No significant fiscal implication to the State is anticipated.

The bill would require the Texas Commission on Environmental Quality (TCEQ) to send notification to the presiding officer of a municipality and the city manager or administrator of a municipality on applications for: permits to construct, operate, or maintain a facility to store, process, or dispose of solid waste or hazardous waste; and construction permits or amendments to a construction permit, special permit or operating permit for a facility that emits air contaminants. 

The TCEQ reports that the agency already is required to notify the mayors of cities, but not the additional officials required in the bill. The bill's passage, therefore, could result in increased administrative costs to the agency because the agency would have to obtain information needed for mailing additional notifications. In addition, postage costs are expected to increase slightly and existing forms may have to be altered to obtain information for the additional municipal officials to be notified. None of these additional costs are expected to be significant.
