No significant fiscal implication to the State is anticipated.

The bill would require the Texas Commission on Environmental Quality (TCEQ) to send notification to the county judge, presiding officer of a municipality, and the city manager or administrator of a municipality on applications for construction permits, permit amendments, or standard permits relating to concrete batch plants. 

The bill's passage could result in some increased administrative costs to the TCEQ because the agency would have to obtain information needed for mailing additional notifications. In addition, postage costs are expected to increase slightly and existing forms may have to be altered to obtain information for the additional municipal officials to be notified. None of these additional costs are expected to be significant.
