The bill would amend the Health and Safety Code to authorize the establishment of a uniform fee to be charged for public health services in the jurisdiction of a public health district regardless of which governmental entity charges the fee. The fee could be set at an amount up to the highest amount charged by any governmental entity member of the district.
The bill would take effect September 1, 2007.
The fiscal impact to public health districts would depend on the number of districts with staggered, sliding, or other non-uniform fee structures, and those districts that choose whether to increase or lower fees to achieve uniformity.
The fiscal impact to a local government entity that is a member of a public health district would depend on whether the district chooses to establish a uniform fee and, if so, on the amount set for the uniform fee and whether that fee is higher or lower than what the entity had been charging.
