LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 80TH LEGISLATIVE REGULAR SESSION

April 24, 2007

TO:
Honorable Royce West, Chair, Senate Committee on Intergovernmental Relations

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
SB1380 by Shapleigh (Relating to fees charged for public health services by certain governmental entities.), As Introduced

No fiscal implication to the State is anticipated.

The bill would amend the Health and Safety Code to require uniformity in fees charged throughout a public health district regardless of which governmental entity member of the district charges the fee.

Local Government Impact

Costs to public health districts would depend on the number of districts with staggered, sliding, or other non-uniform fee structures, and those districts that choose whether to increase or lower fees to achieve uniformity.

The Williamson County & Cities Health District reports that they already have a consistent fee structure; therefore, there would be no fiscal impact to implement the provisions of the bill.

However, the Waco-McLennan County Public Health District has a separate fee structure for some services because services are provided to both contributing and non-contributing cities. The fees likely would have to be raised for contributing cities so that services could be provided to all cities.
