LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 80TH LEGISLATIVE REGULAR SESSION

March 28, 2007

TO:
Honorable Leticia Van de Putte, Chair, Senate Committee on Veteran Affairs & Military Installations

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
SB1454 by Van de Putte (Relating to veteran's employment preferences.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend Government Code to modify the qualifications of a veteran for veteran's employment preference; to modify the reporting requirements that a public entity must make to the Comptroller of Public Accounts concerning the entity's hiring procedures; and establishes the complaint process for a veteran who wishes to appeal a hiring decision, including a review by the public entity and the State Office of Administrative Hearings (SOAH).

SOAH provided information which concluded that the agency does not have sufficient information to make an estimate about the number of cases that might be filed under this bill.  This analysis assumes that any additional costs related to the duties and responsibilities associated with implementing the provisions of the bill could be covered by utilizing existing resources.

This bill would take effect September 1, 2007.

Local Government Impact

No fiscal implication to units of local government is anticipated.
