The bill would amend Government Code to modify the qualifications of a veteran for veteran's employment preference; to modify the reporting requirements that a state agency must make to the Comptroller of Public Accounts concerning the entity's hiring procedures; and to establish the complaint process for a veteran who wishes to appeal a hiring decision, including a review by the public entity and the State Office of Administrative Hearings (SOAH).
This analysis assumes no significant impact from the number of cases that might be filed under this bill because SOAH provided information which concluded that the agency does not have sufficient information to estimate that there would be a significant increase in such cases. The Office of the Attorney General provided information which concluded that the agency's workload may increase, but it is assumed that any additional costs related to the duties and responsibilities associated with implementing the provisions of the bill could be covered by utilizing existing resources.
This bill would take effect September 1, 2007.
