No fiscal implication to the State is anticipated.

This bill would implement recommendations 1 and 2 of the LBB Government Effectiveness and Efficiency Report entitled "Improve State Facility Management and Maintenance Practices."

The bill would require the Texas Building and Procurement Commission to undertake four specific facility management and maintenance activities to ensure the state's building inventory remains in acceptable condition at the lowest possible cost. The bill requires the Texas Building and Procurement Commission to (1) establish a preventative maintenance program, (2) enter into energy savings performance contracts, (3) establish property specific maintenance budgets, and (4) enter into service level agreements with tenant agencies. These activities can be accomplished with existing resources and appropriation levels. The long-term savings and cost avoidance estimates associated with these recommendations would be realized outside the five-year fiscal note period, and are therefore not included.
