No fiscal implication to the State is anticipated.

The bill would amend the Water Code (1) to specify that a peace officer employed or appointed by a navigation and can commission has the same powers and duties as a peace officer described by Article 2.12 in the Code of Criminal Procedure; (2) to change the threshold amounts regarding when to use certain purchasing methods; (3) to authorize a navigation and canal commission to periodically dispose of surplus or salvage personal property in the same manner as the commissioners court of a county; and (4) to validate an act or proceeding of a navigation district, its governing body, any local government corporation, development corporation, or nonprofit corporation of the district.

The bill would take effect immediately if it were to receive the required two-thirds vote in each house; otherwise, it would take effect September 1, 2007.
