No fiscal implication to the State is anticipated.
The bill would add Section 42.027 to the Local Government Code to establish procedures for property owners in a certain area to have that area included in the extraterritorial jurisdiction (ETJ) of a general-law municipality that has an ETJ of more than one mile at any point continguous to its corporate boundaries. The procedures include requirements for the municipality in response to an affidavit filed on behalf of those property owners. The bill would take effect September 1, 2007.
