No significant fiscal implication to the State is anticipated.

This bill would amend the Occupations Code relating to allowing qualified organizations to conduct raffles using stored value cards and video displays. This bill provides certain parameters for qualified organizations in conducting authorized raffles. This bill would allows qualified organizations to use Stored Value Cards in conducting a raffle by meeting specific requirements and authorize qualified organizations to conduct a raffle using a Video Display to represent the purchase of a ticket if the raffle is conducted at a bingo premise.

Based on the analysis of the Texas Lottery Commission, it is assumed that duties and responsibilities associated with implementing the provisions of this bill could be accomplished by utilizing existing resources.

Based on information provided by the Comptroller of Public Accounts, it is presumed that conducting raffles with stored value cards and video display technology at bingo locations could result in an increase of bingo play and bingo revenues. However, the amount would depend on the how individual raffles were conducted; therefore, the fiscal impact to the state cannot be determined.

The bill would take effect immediately upon receiving a vote of two-thirds of all members elected to each house or otherwise on September 1, 2007.
