The bill would establish the Texas Bleeding Disorders Advisory Council (Council). The bill would require the Department of State Health Services (DSHS) to provide administrative support to the Council. It is assumed DSHS could absorb any costs related to providing administrative support.
The Council would study and advise DSHS, the Texas Department of Insurance (TDI), and the Health and Human Services Commission (HHSC) on issues affecting individuals with hemophilia and other bleeding or clotting disorders. The bill would require the Council to report on its finding and recommendations by December 1, 2008 and would require the Commissioner of the DSHS to report on efforts to implement the recommendations. It is assumed any costs related to implementing the recommendations of the Council would be absorbed by the impacted agency (DSHS, TDI, or HHSC).
The bill would allow for reimbursement for council members for certain expenses. Reimbursement would not be permissable without specific authorization in the General Appropriations Act.
The Council is abolished and the provisions of the bill expire September 1, 2009.
