LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 80TH LEGISLATIVE REGULAR SESSION

April 10, 2007

TO:
Honorable Judith Zaffirini, Chair, Senate Committee on S/C on Higher Education

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
SB1571 by Patrick, Dan (Relating to requiring a minimum SAT or ACT score as a prerequisite to the automatic admission of an undergraduate student to certain public institutions of higher education.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend Texas Education Code Section 51.803, relating to the current automatic admission of high school students graduating in the top ten percent of their class.  Under provisions of the bill, if a general academic teaching institution estimates that the number of applicants who will qualify for automatic admission to the institution will exceed 50 percent of the institution's first-time undergraduate students in that academic year, the institution may add as an additional requirement for automatic admission to the institution in that academic year, that each applicant have received a minimum score on the Scholastic Assessment Test (SAT) or American College Test (ACT).

There would be no significant fiscal impact on the state as this bill will not affect overall state enrollment in institutions of higher education and would not require significant changes to current enrollment processes.

Local Government Impact

No fiscal implication to units of local government is anticipated.
