Section one of the bill would amend Subchapter A, Chapter 531, Government Code by adding Section 531.019 regarding communication in English and Spanish by contractors. The bill would require that health and human services contracts involving communication with the public include a provision requiring contractors to provide communication in both English and Spanish. It would require the affected agency to evaluate the extent to which a bid or offer provides meaningful access to the public for services. The bill would establish the criteria and guidelines by which an agency would evaluate a bid or offer to determine whether it offers best value.
Section two of the bill would apply these provisions to contracts solicited on or after September 1, 2007.
The bill would take effect September 1, 2007.
It is assumed that any costs associated with implementing the provisions of the bill could be accomplished by utilizing existing resources.
