No significant fiscal implication to the State is anticipated.

Section one of the bill would amend Subchapter A, Chapter 531, Government Code by adding Section 531.019 regarding communication by call center contractors to persons with limited English proficiency.  The bill would require that the contractor provide a language access plan.   It would require the affected agency to evaluate the extent to which a bid or offer provides meaningful access to services for persons with limited English proficiency.  The bill would establish the criteria and guidelines by which an agency would evaluate a bid or offer to determine whether it offers meaningful access.
 
Section two of the bill would apply these provisions to contracts solicited on or after September 1, 2007.
 
The bill would take effect September 1, 2007. 

It is assumed that any costs associated with implementing the provisions of the bill could be accomplished by utilizing existing resources.


Local Government Impact

No fiscal implication to units of local government is anticipated.
