No significant fiscal implication to the State is anticipated.

The bill would amend Section 56.011(b) and 56.012(b) of the Education Code to require institutions to give the highest priority to students who demonstrate the greatest financial need according to the rules of the coordinating board when awarding assistance under this section.
 
This act takes effect September 1, 2007.
