LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 80TH LEGISLATIVE REGULAR SESSION

April 11, 2007

TO:
Honorable Kip Averitt, Chair, Senate Committee on Natural Resources

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
SB1668 by Averitt (Relating to license, stamp, tag, and permit provisions administered by the Texas Parks and Wildlife Department.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Parks and Wildlife Code to: (1) add language to allow the Texas Parks and Wildlife Department (TPWD) to issue, through an automated point of sale system,  items authorized by federal law; (2) provide the TPW Commission the authority to allocate net revenue from the sale of stamps included in combination license packages according to a methodology established by the Commission; and, (3) remove reference to the shrimp house operator license and the individual bait shrimp trawl license as sources of revenue into the Shrimp License Buyback Account. According to TPWD, the bill would result in amounts from individual bait shrimp licenses being deposited to the General Revenue-Dedicated Game, Fish and Water Safety Account No. 9 rather than the General Revenue-Dedicated Shrimp License Buyback Account No. 5023; however, TPWD reports the amounts would be minimal.  To the extent the bill would amend procedures regarding license, stamp, tag, and permit provisions administered by TPWD, no significant fiscal implication to the State is anticipated.  The bill would take effect September 1, 2007.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
