Beginning with the 2007-2008 school year, the bill would require a school district’s board of trustees to allow a parent to designate a child-care facility or grandparent’s residence instead of the child’s legal residence for school transportation purposes.
Depending upon the circumstances within a particular school district, it is possible that designations of child-care facilities or grandparents’ residences could increase or decrease local overall route mileage. Changes in route mileage could affect the calcluation of a school district's transportation allotment. However, under the changes to the school finance structure made by House Bill 1, 79th Legislature, 3rd Called Session, a change in the calculated amount of the transportation allotment would result in a corresponding change in hold harmless state aid in order to reach the district's total revenue target. Since the bill does not amend Section 42.2516, Education Code there would be no net state fiscal impact.
