SB1713 by Eltife (relating to the authority of a parent to designate a child-care facility or grandparent's residence for purposes of transportation provided by a public school transportation system. ), Committee Report 1st House, Substituted

No significant fiscal implication to the State is anticipated.

Beginning with the 2007-2008 school year, the bill would require a school district’s board of trustees to allow a parent to designate a child-care facility or grandparent’s residence instead of the child’s legal residence for school transportation purposes.  

Depending upon the circumstances within a particular school district, it is possible that designations of child-care facilities or grandparents’ residences could increase or decrease a school district's transportation allotment.  However, under the changes to the school finance structure made by House Bill 1, 79th Legislature, 3rd Called Session, a change in the calculated amount of the transportation allotment would result in a corresponding change in hold harmless state aid in order to reach the district's total revenue target.  Since the bill does not amend Section 42.2516, Education Code there would be no net state fiscal impact. 


Local Government Impact
