No fiscal implication to the State is anticipated.

The bill would amend Article 6243q, Vernon's Texas Civil Statutes, regarding how the retirement health care plan for firefighters and police officers employed by a department in a municipality with a population of between 1.14 million and 1.18 million is administered. Under the current statute, Article 6243q applies to fire and police departments located in a municipality with a population of 750,000 or more that has adopted Chapter 174, Local Government Code.

Based on the 2000 U.S. Census and which municipalities have adopted Chapter 174, the current statute would apply to the fire and police departments in the City of San Antonio and to the fire department in the City of Houston. However, at the time that Article 6243q was enacted into law, the bracket applied only to the City of San Antonio. The proposed change in bracket in the statute would re-specify that Article 6243q would apply only to the fire and police departments in the City of San Antonio.


Local Government Impact

Because the bill would not have statewide impact on units of local government of the same type or class, no comment from this office is required by the rules of the House/Senate as to its probable fiscal implication on units of local government.
