FISCAL NOTE, 80TH LEGISLATIVE REGULAR SESSION

April 13, 2007

TO:
Honorable Judith Zaffirini, Chair, Senate Committee on S/C on Higher Education

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
SB1803 by Uresti (Relating to establishing an office of state statistician.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill directs the head of the Department of Statistics at Texas A&M University, in consultation with the dean of the College of Science at the university, to establish the office of state statistician within the department and designate a member of the faculty or staff of the department as the state statistician.

Under provisions of the bill, the office of the state statistician would conduct statistical analysis and research on request for public and private entities. The office would be allowed to charge and collect fees for services provided to any person in amounts sufficient to recover the costs of providing
those services; or provide services under a contract that provides for a recovery of those costs. According to the university, it would require no new funds from the university but should generate revenue.

Local Government Impact

No fiscal implication to units of local government is anticipated.
