The bill would amend the Transportation Code relating to the authority of a county tax assessor-collector to refuse to register a vehicle. The bill would require the Texas Department of Transportation (TxDOT) to refuse to register a vehicle if TxDOT has received information from a county tax assessor-collector that the vehicle owner owes the county money for a fine, fee, or tax that is past due and would specify the information to be provided to TxDOT by the county tax assessor-collector. The bill would prescribe notification requirements to vehicle owners affected by the registration restriction. The bill would require TxDOT to provide a service by which a person could pay an amount due to a county by use of the Internet.
Based on the analysis of TxDOT, it is assumed any costs for programming or modifications to the department's registration and titling system that may be necessary to implement the provisions of the bill could be absorbed within existing resources.
The bill would take effect on September 1, 2007.
