No significant fiscal implication to the State is anticipated.

The bill would amend the Transportation Code relating to the authority of Texas Department of Transportation (TxDOT) to refuse to register a vehicle. The bill would require TxDOT to refuse to register a vehicle if TxDOT has received information from an assessor-collector of a county under contract with TxDOT that the vehicle owner owes the county money for a fine, fee, or tax that is past due and would specify the information to be provided to TxDOT by the county tax assessor-collector. The bill would prescribe notification requirements to vehicle owners affected by the registration restriction. The bill would specify that additional fees imposed on a person paying a fine, fee, or tax by a participating county for the purpose of reimbursing TxDOT’s expenses under such contracts, as provided under current law, are to be deposited to the credit of the State Highway Fund.

Based on the analysis of TxDOT, it is assumed any costs for programming or modifications to the department's registration and titling system that may be necessary to implement the provisions of the bill and costs of the required notifications could be absorbed within existing resources.

The bill would take effect on September 1, 2007.
