No significant fiscal implication to the State is anticipated.

The bill requires first-time students of an institution of higher education, including a transfer student, to provide a certificate signed by a health-care practitioner as evidence that the student has been vaccinated against bacterial meningitis. The bill applies only to a first-time student, including a transfer student, who resides in an on-campus dormitory or other on-campus student housing facility;
The student would not be required to comply with the requirement to comply with the vaccination if the student has an affidavit or certificate signed by a physician is submitted stating that the vaccination would be injurious to the health and well-being of the student or has an affidavit stating that the vaccination conflicts with the tenets and practice of a recognized church or religious denomination of which the student is an adherent member. Costs associated with the bill would be absorbed within existing resources.
