No significant fiscal implication to the State is anticipated.

The bill would require the State Board for Educator Certification (SBEC) to issue a temporary certificate to an educator who is participating in an accreditated alternative certification program in  another state who was eligible for or held a temporary certificate in that state and who met requirements related to criminal history background checks required for certification. 

The bill would allow SBEC to issue a temporary certification to an educator who meets degree and credential requirements for a Texas certificate but who has not completed the examination requirements for a Texas certificate.  A certificate issued under the provisions of the bill would be valid for one year and would be renewable for one additional one-year term provided that the teacher's performance were satisfactory and that he or she participates in a mentoring program. 

The bill would require a temporary certificate to be valid for one year from the date that SBEC informs the educator of the examination(s) needed to receive a standard certificate if the educator is employed by a school district that has constructed or expanded an instructional facility due to increased enrollment resulting from federal military base closure and realignment actions. 

For purposes of this estimate it is assumed that any cost associated with the issuance of additional certificates under the provisions of the bill would be offset by a like amount of fee revenue.
