No significant fiscal implication to the State is anticipated.

The bill would authorize the State Board for Educator Certification (SBEC) to issue a temporary certificate to an educator from outside the state who meets degree and credential requirements for a Texas certificate but has not completed the examination requirements for a Texas certificate.  The bill would require a temporary certificate to be valid for one year from the date that SBEC informs the educator of the examination(s) needed to receive a standard certificate if the educator is employed by a school district that has constructed or expanded an instructional facility due to increased enrollment resulting from federal military base closure and realignment actions.

No fiscal implication to units of local government is anticipated.
