No significant fiscal implication to the State is anticipated.

The bill would require, rather than authorize as under current law, the Texas Commission on Environmental Quality (TCEQ), to deny a permit, permit amendment, or special permit for air emissions contaminants if the agency finds that the emissions from a proposed facility will contravene the standards under Health and Safety Code, Chapter 382 or its intent. 

The bill's passage is not expected to result in a significant change in TCEQ agency operations, procedures, or administrative costs.
