No significant fiscal implication to the State is anticipated.

The bill would repeal Section 61.012, Subsection (a), Human Resources Code, eliminating language that allows the governor to appoint a seven-member governing board for the Youth Commission (TYC). The terms of board members would expire upon passage of the bill. The bill would create a seven-member governing board for TYC by adding Subsection (e), providing the governor with authority to appoint members without regard to race, color, disability, sex, religion, age, or national origin. The bill would prevent the governor from appointing any member who had served as a board member under Subsection (a). The bill would take effect immediately if passed by a two-thirds majority of all members in each house.  Otherwise, the bill would take effect on September 1, 2007. No significant fiscal impact is anticipated.
