No fiscal implication to the State is anticipated.

The bill would amend Section 423.002, Local Government Code, to authorize a county, district, or authority when taking action to comply with the requirements of the stormwater permitting program under the national pollutant discharge elimination system  to assess a reasonable charge to fund the stormwater permitting program. Notwithstanding that charge, a county, district, or authority would not be allowed to assess a charge against property that is exempt from ad valorem taxation or subject to an assessment for the same purpose by another entity. The bill would take effect September 1, 2007.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
