TO: | Honorable Wayne Smith, Chair, House Committee on County Affairs |
FROM: | John S. O'Brien, Director, Legislative Budget Board |
IN RE: | SB1972 by Fraser (Relating to the election by voters regarding the maximum tax rate of a hospital district.), As Engrossed |
The bill would repeal Section 285.232 of the Health and Safety Code, thereby removing the expiration date for Subchapter M. Subchapter M covers provision of services and eligibility related to nonemergency public health benefits in a hospital district and elections to increase the maximum tax rate in a hospital district.
The bill would take effect September 1, 2007.
By removing the expiration date for Subchapter M, a hospital district would retain its ability to seek from the voters in the district an increase in funding to meet any increases in demand and subsequent costs of providing services.
