LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 80TH LEGISLATIVE REGULAR SESSION

May 4, 2007

TO:
Honorable Royce West, Chair, Senate Committee on Intergovernmental Relations

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
SB1972 by Fraser (Relating to the election by voters regarding the maximum tax rate of a hospital district.), As Introduced

No fiscal implication to the State is anticipated.

The bill would repeal Section 285.232 of the Health and Safety Code, thereby removing the expiration date for Subchapter M. Subchapter M covers provision of services and eligibility related to nonemergency public health benefits in a hospital district and elections to increase the maximum tax rate in a hospital district.

The bill would take effect September 1, 2007.

Local Government Impact

By removing the expiration date for Subchapter M, a hospital district would retain its ability to seek from the voters in the district an increase in funding to meet any increases in demand and subsequent costs of providing services.
