TO: | Honorable Geanie Morrison, Chair, House Committee on Higher Education |
FROM: | John S. O'Brien, Director, Legislative Budget Board |
IN RE: | SJR61 by Duncan (Proposing a constitutional amendment increasing dedicated funding for the major repair or rehabilitation of buildings and other permanent improvements of institutions of higher education that were not created as a part of The University of Texas System or The Texas A&M University System.), Committee Report 2nd House, Substituted |
The cost to the state for publication of the resolution is $77,468.
The joint resolution amends subsections (b) and (i), Section 17, Article VII, Texas Constitution to
allow General Revenue appropriations to the Higher Education Fund after the permanent corpus of the
Higher Education Fund has reached $2 billion and dedicates funding for the major repair or
rehabilitation of buildings and other permanent improvements of institutions of higher education that
were not created as part of The University of Texas System or The Texas A&M University System.
No fiscal impact to the state is anticipated because the resolution does not bind appropriations
decisions.
