LEGISLATIVE BUDGET BOARD
Austin, Texas

ACTUARIAL IMPACT STATEMENT

80TH LEGISLATIVE REGULAR SESSION

April 18, 2007

TO:
Honorable Vicki Truitt, Chair, House Committee on Pensions & Investments

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
HB2790 by Burnam (Relating to investments in environmental technologies by certain public retirement systems in this state.), As Introduced

HB 2790 would encourage Texas public pension systems to invest in environmental technology of various kinds. The bill places no restrictions on investments but merely demands “special consideration” of these types of investments.

This bill is permissive legislation regarding the state pension systems' investment strategies and, as such, does not restrict any pension system’s ability to invest.  Furthermore, the passage of the bill will not directly affect any existing benefit or funding of the state pension systems and, therefore, has no traditional actuarial impact.
