The provisions of the bill that are the subject of this analysis are the provisions that would authorize or require a change in the sanctions applicable to adults convicted of felony crimes.

The bill would amend the Transportation Code relating to violations involving certificates of title and registration of vehicles.  Under certain conditions a violation involving dealer's and manufacturer's vehicle license plates would be enhanced from a misdemeanor to a state jail felony.  It is assumed the number of persons convicted under this statute would not result in a significant impact on programs and workload of state corrections agencies or on the demand for resources and services of those agencies.
 
The bill would also amend the Penal Code to expand the number and type of actions included in the offense of trafficking of persons.  Broadening the definition of the types of behavior punishable under the offense of trafficking of persons is expected to result in increased demands upon the correctional resources of counties or of the State due to an increase in offenses.  It is assumed the number of persons convicted under this statute would not result in a significant impact on programs and workload of state corrections agencies or on the demand for resources and services of those agencies.
