SB11 by Carona (Relating to homeland security; providing penalties.), Committee Report 2nd House, Substituted

The provisions of the bill that are the subjects of this analysis would amend the Transportation Code relating to violations involving certificates of title and registration of vehicles.  Under certain conditions a violation involving dealer's and manufacturer's vehicle license plates would be enhanced from a misdemeanor to a state jail felony.  It is assumed the number of persons convicted under this statute would not result in a significant impact on programs and workload of state corrections agencies or on the demand for resources and services of those agencies.
