The bill would amend the Government Code by requiring the Community Justice Assistance Division (CJAD) of the Texas Department of Criminal Justice (TDCJ) to provide grants to selected departments for the implementation of a system of progressive sanctions designed to reduce the revocation rate of defendants placed on community supervision.  Priority would be given to counties that have historically significantly exceeded the statewide average of revocations or those counties that have demonstrated success, through implementing progressive sanctions, in reducing the revocation rate.  The bill could result in reduced prison and state jail populations depending on the number of offenders that are diverted from prison or state jail as a result of participation in a system of progressive sanctions. 

No significant impact on the programs and workload of state corrections agencies or on the demand for resources and services of those agencies is anticipated from any provisions of this bill that authorize or require a change in the sanctions applicable to adults convicted of felony crimes.
