LEGISLATIVE BUDGET BOARD
Austin, Texas

OPEN GOVERNMENT IMPACT STATEMENT

80TH LEGISLATIVE REGULAR SESSION

February 2, 2007

TO:
Honorable Jeff Wentworth, Chair, Senate Committee on Jurisprudence

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
SB192 by Brimer (Relating to the Texas Mutual Insurance Company and the application of certain statutes to the Texas Mutual Insurance Company.), As Introduced

As a result of this bill there will be no significant restriction upon:

(1) the open records law;
(2) the open meetings law;
(3) the access to government information; or
(4) the ability of the citizens of Texas to transact public business.

The bill would amend Section 2054, Insurance Code stating the Texas Mutual Insurance Company is not an executive agency or governmental entity for any purpose. Since the company is not considered a state agency, executive agency or governmental entity the Public Information Act and Open Meetings Act would not be applicable.
