TO:
Honorable Vicki Truitt, Chair, House Committee on Pensions & Investments

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
SB1913 by Shapleigh (Relating to employer contributions for certain retirees under the Teacher Retirement System of Texas who are employed by a school district affected by base realignment and closure.), As Engrossed

SB 1913 would exempt a school district required to expand classroom facilities as a result of the Department of Defense base realignment and closure process from payment of pension and insurance surcharge amounts to the Teacher Retirement System (TRS) on behalf of retired members who return to work in public schools. The provisions of the bill limit the number of exemptions to a total of 500 return-to-work teachers statewide. The provisions of the bill would decrease contributions to TRS, but according to TRS, the decreases are not estimated to be significant. The bill, if enacted, will not have a significant actuarial effect.
