SB1999 by Jackson, Mike (Relating to the creation of the NASA Area Management District; providing authority to impose an assessment, impose a sales and use tax, and issue bonds.), As Engrossed

The Legislative Budget Board, in cooperation with the Texas Water Development Board (TWDB) and the Texas Commission on Environmental Quality (TCEQ), has determined that:
 
The bill creates the NASA Area Management District (District) in the City of Houston and Harris County with the powers and duties of a municipal management district under Chapter 375 of the Local Government Code. The purpose of the District is to provide works and project to serve a public benefit.

1)  Population- N/A  Creates a management district.

2)  Location-    N/A  Creates a management district.

3)  Comments on Powers/Duties Different from Similar Types of Districts-    The District’s seven directors will be appointed by the mayor of the City of Houston and that city’s Council.
 
4)  Overlapping Services-     It is unclear whether the stated boundaries form a closure, and a metes and bounds description is needed.
 
5)  TCEQ's  Supervision-     The Commission has jurisdiction over the district’s sale of bonds to provide water, wastewater, or drainage facilities.  Otherwise, the District is not subject to the Commission’s Continuing Right of Supervision.


6)   Water Use-  N/A  Creates a management district.
