Pursuant to a notice posted on February 15, 2007, the House Committee on Appropriations met in a public hearing and was called to order by the chair, Representative Chisum, at 8:14 a.m.

Department of Banking
The chair recognized Rep. Menendez to lay out the recommendations for the Department of Banking. Rep. Menendez moved the adoption of the Legislative Budget Board (LBB) Recommendations with the following changes: Technical adjustment to Contingency Appropriation: State Regulatory Response Rider; Add Lump Sum Leave Payment Rider; Amend Contingency Appropriation: State Regulatory Response Rider; Add Out of State Travel Rider; Add Overnight Travel Stipend Rider; Add Unexpended Balance Authority Rider. Without objection, the motion was adopted.

Office of Consumer Credit Commissioner
The chair recognized Rep. Menendez to lay out the recommendations for the Office of Consumer Credit Commissioner. (Representative Guillen in chair.) Rep. Menendez moved the adoption of the LBB Recommendations with the following changes: Increase Funding for Examination and Enforcement, Licensing Investigation, and Consumer Education Strategies; Technical adjustment to Contingency Appropriation: State Regulatory Response Rider; Amend Number of Compliance Examinations Performed performance measure; Increase the Full Time Equivalent (FTE) Positions cap; Amend Contingency Appropriation: State Regulatory Response Rider; Add Out of State Travel Rider; Add Unexpended Balance Authority Rider. Without objection, the motion was adopted.
Credit Union Department
The chair recognized Rep. Menendez to lay out the recommendations for the Credit Union Department. Rep. Menendez moved the adoption of the LBB Recommendations with the following changes: Increase Funding for Credit Union Strategy; Technical adjustment to Contingency Appropriation: Regulatory Response Rider; Add Overnight Travel Stipend Rider; Add Federal Per Diem Rider. Without objection, the motion was adopted.
Department of Savings and Mortgage Lending
The chair recognized Rep. Menendez to lay out the recommendations for the Department of Savings and Mortgage Lending. Rep. Menendez moved the adoption of the LBB Recommendations with the following changes: Technical adjustment to Contingency Appropriation: Thrift Regulatory Response Rider; Technical adjustment to Contingency Appropriation: Mortgage Broker Regulatory Response Rider; Amend Contingency Appropriation: Thrift Regulatory Response Rider; Amend Contingency Appropriation: Mortgage Broker Regulatory Response Rider. Without objection, the motion was adopted.
Securities Board
The chair recognized Rep. Menendez to lay out the recommendations for the Securities Board. Rep. Menendez moved the adoption of the LBB Recommendations. Without objection, the motion was adopted.

The chair recognized Rep. Fred Brown to lay out the recommendations for the Health Professions Council. Rep. Fred Brown moved the adoption of the LBB Recommendations. Without objection, the motion was adopted.
Board of Chiropractic Examiners
The chair recognized Rep. Fred Brown to lay out the recommendations for the Board of Chiropractic Examiners. (Representative Chisum in chair.) Rep. Fred Brown moved the adoption of the LBB Recommendations with the following changes: Increase Funding for Enforcemnt, Licensing System, Licensing Indirect Administration, and Enforcement Indirect Administration Strategies; Increase FTE Positions cap; Add Contingent Revenue Rider. Without objection, the motion was adopted.
Texas State Board of Dental Examiners
The chair recognized Rep. Fred Brown to lay out the recommendations for the Texas State Board of Dental Examiners. Rep. Fred Brown moved the adoption of the LBB Recommendations with the following changes: Increase Funding for Indirect Administration -- Licensure and Indirect Administration -- Complaint Resolution Strategies; Amend Average Time for Complaint Resolution (Days) performance measure; Increase the FTE Positions cap; Add Contingent Revenue Rider. Without objection, the motion was adopted.
Funeral Service Commission
The chair recognized Rep. Fred Brown to lay out the recommendations for the Funeral Service Commission. Rep. Fred Brown moved the adoption of the LBB Recommendations with the following changes: Increase Funding for Licensing Requirement Strategy; Add Contingent Revenue Rider. Without objection, the motion was adopted.
Texas Medical Board
The chair recognized Rep. Fred Brown to lay out the recommendations for the Texas Medical Board. Rep. Fred Brown moved the adoption of the LBB Recommendations with the following changes: Increase Funding for Enforcement, Licensing, and Indirect Administration Strategies; Amend Average Number of Days for Individual License Issuance (Physicians) performance measure; Increase the FTE Positions cap; Add Contingent Revenue Rider. Without objection, the motion was adopted.
Optometry Board
The chair recognized Rep. Fred Brown to lay out the recommendations for the Optometry Board. Rep. Fred Brown moved the adoption of the LBB Recommendations with the following changes: Increase Funding for Licensure and Enforcement and Indirect Administration Strategies; Increase FTE Positions cap; Add Contingent Revenue Rider. Without objection, the motion was adopted.
