Pursuant to an announcement from the house floor on May 14, 2007, and being granted permission to meet while the House is in session pending receipt of Senate messages and reading and referral of bills, the House Committee on Appropriations met in a formal meeting and was called to order by the chair, Representative Chisum, at 6:26 p.m.
The roll was answered as follows:

The chair laid out SB10.
Representative Zerwas offered a complete committee substitute.
The committee substitute was adopted without objection.
The chair recognized Representative Delisi to explain the measure.

Representative Zerwas moved that SB 10, as substituted, be reported favorably to the full house with the recommendation that it do pass and be printed. The motion prevailed by the following record vote:
