Pursuant to a notice posted on March 1, 2007 and a revised notice posted on March 5, 2007, the House Committee on Licensing & Administrative Procedures met in a public hearing and was called to order by the chair, Representative Flores, at 2:19 p.m.

 

The roll was answered as follows:

 

Present:              Representatives Flores; Geren; Goolsby; Quintanilla; Thompson (5).

 

Absent:              Representatives Isett, Carl; Hamilton; Jones, Delwin; Miles (4).

 

A quorum was present.

 

By filling out and signing the witness affirmation forms the witnesses agreed to testify under oath.

 

HB 1029

 

The chair laid out HB 1029 as pending business.

 

Representative Thompson offered a complete committee substitute.

 

The chair recognized Representative Goolsby to explain the measure.

 

The committee substitute was adopted without objection.

Representative Quintanilla moved that HB 1029, as substituted, be reported favorably to the full house with the recommendation that it do pass and be printed and be sent to the Committee on Local and Consent Calendars. The motion prevailed by the following record vote:
